All Speakers Simon Allsop B.Com, CPFA Managing Consultant, CIPFA Simon Allsop is a CIPFA qualified accountant and a Senior Consultant with CIPFA. He was previously the joint Director of Finance (Section 151 Officer) for both Derbyshire Police and Fire. He has 30 years of experience working with and in a range of public-sector bodies mainly local government, fire and police. He has extensive experience of audit and advisory work as a former senior manager in KPMG’s public sector audit and advisory team working with the NAO and Audit Commission, including supporting the development of medium term financial strategies, budget and financial management review methodologies and corporate services value for money benchmarking tools. Other past advisory roles have included secondments to Birmingham City Council to provide support on the Council’s Estates Development programme and the Home Office to help review proposals for Police mergers. Simon leads on CIPFA's financial resilience work and the delivery of our work for DLUHC in supporting financially challenged local authorities and recent reviews of workforce capacity and capability working with the LGA. He is currently supporting a number of authorities to assess their financial resilience and recovery plans and has also undertaken a number of reviews of high debt authorities and local authority companies. Martin SmithStrategy and Research Lead < Speakers < Previous Next > Martin Smith Strategy and Research Lead Scottish Police Authority Martin is the Strategy and Research Lead at the Scottish Police Authority, responsible for supporting the Authority’s strategic development and overall approach to commissioning research and evidence gathering, and using insights to shape strategic planning. He joined the Authority in 2015, having worked previously in a number of UK police forces as an analyst. Martin currently leads the Community Confidence Action Research Project on behalf of the Authority.

Previous Next Koyejo Olugbile Acting Sustainable Transport Coordinator, Falkirk Council Koyejo Olugbile is Acting Sustainable Transport Coordinator at Falkirk Council, leading work across sustainable and active travel, public transport and electric vehicle infrastructure. An engineer by background, he has progressed from technical and project delivery roles into leading people, partnerships and complex programmes that depend on influence across organisational and professional boundaries. His recent participation in Falkirk Council’s Future Leaders Programme and Solace’s AMPlify leadership programme has sharpened his interest in how access, networks, sponsorship and organisational support shape who is able to develop and progress. He brings both professional and lived experience to this discussion, alongside a willingness to examine and challenge his own leadership practice. In Beyond Allyship, Koyejo asks leaders to move beyond supporting inclusion in principle and consider how they use their power in practice. All Speakers Robin Tuddenham President of Solace and Chief Executive, Calderdale Metropolitan Borough Council Robin has been Chief Executive at Calderdale Council, in West Yorkshire, since June 2017, previously the Accountable Officer for NHS Calderdale Clinical Commissioning Group (CCG) since October 2020 and is Calderdale's Place Lead for West Yorkshire Integrated Care Board . He is responsible for leading both the Council's and Calderdale place's workforce, supporting system leadership across the area with public, private and voluntary sector leaders in support of Calderdale Vision 2024 and overseeing a £600m capital programme across the borough's market towns. Robin is Place Lead for Calderdale for West Yorkshire Integrated Care Board and is joint SRO of the Improving Population Health Programme. He was elected lead spokesperson for Solace for Economic Prosperity in October 2020; having been deputy lead for Health and Social Care for the previous two years. Robin was previously Director of Communities and Business Change for Calderdale, leading the redevelopment of the multi-award-winning restoration of the Piece Hall and new Central Library in Halifax and prior to that worked in local government and the Probation Service in East London. Robin is a Fellow of the Royal Society of Arts, an honorary life member of the Faculty of Public Health and a Trustee of the Lankelly Chase Foundation .
