He previously served as Chief Executive of the North of Tyne Combined Authority, and as an Executive Director at the West Midlands Combined Authority. All Speakers Katie Piper OBE Writer, Activist and Broadcaster Katie Piper is a best-selling international author, inspirational speaker, TV presenter and charity campaigner. Katie made the decision to share her story in a remarkable film for the Cutting Edge strand on Channel 4 called 'Katie: My Beautiful Face' which was watched by over 3.5million viewers and nominated for Best Single Documentary at the BAFTA Television Awards. Over ten years ago she set up a charity The Katie Piper Foundation to help people with burns and scars to reconnect with their lives and their communities. Simon Cowell supported Katie by becoming the patron and remains actively involved to date. The charity's vision is a world where scars do not limit a person's function, social inclusion or sense of well-being and they achieved their goal to open a rehabilitation centre in the UK to offer other burns survivors the treatments that Katie received in France. In addition to her charity commitments, Katie hosts her own ITV1 show ‘The Katie Piper Breakfast Show’ which is in its third series, is a regular panellist on ITV1’s ‘Loose Women’, and is one of the key faces of the W Channel with her hit series ‘Katie Piper’s Jailhouse Mums’. She is also an experienced radio presenter having covered the Early Morning Breakfast Show and the Michael Ball Show on BBC Radio 2. Her other TV credits include ‘Never Seen a Doctor’ for C4 where she helped people overcome their fears around medical procedures and guided them on their journey back to good health, ‘The Death of Aimee Spencer’ for the Crime and Punishment strand on ITV1, C4’s ‘Famous and Fighting Crime’ where she trained as a special in the police force and ‘Katie Piper’s Face to Face’ where she invited women with facial conditions to London’s Harvey Nichols for makeovers with makeup artists who shared the same facial condition. She also fronted three series of ‘Body Shockers’ for C4 where she met people planning major body modifications and introduced them to someone who had already had the modification done and regretted it. Manchester is the major driver of regional growth across the 3M population, £87bn GDP Greater Manchester city region. All Speakers Liz McQue Facilitator & Solace Associate Liz is an experienced public service leader who has worked at Chief Executive level for over 10 years. Liz has operated as a strategic leader supporting public service organisations representing the interests of local authorities as employers, working with partners to improve outcomes for communities. Much of Liz’s time is spent working with groups facilitating large events involving different partners and smaller team events for senior managers, board members and local politicians. Recent assignments include: providing individual and team coaching for Chief Executives as part of the LGA /Solace national support package to local authorities; working with the Birmingham University, LGA, Solace to develop a reflective learning intervention for authorities working with 21st Century Public Servant framework; providing support to several Combined Authorities’; supporting national public health bodies in England and Scotland (Office for Health Improvement Disparities - OHID and Public Health Scotland PHS). Liz has worked on European projects with senior leaders and politicians from different countries including Denmark, Greece, and Ukraine. Her key interest is in organisational and system change, and the role leaders play in shaping cultures where people thrive. Liz has held a number of external roles and served on a variety of boards including: North West NHS Leadership Academy; Chief Executives Leadership Commission; NJC working group on Public Health Workforce. Liz’s experience and expertise has been recognised by national and regional organisations and she has served on several high-profile Improvement Boards set up to address key improvement and governance challenges in local authorities. She has led several cross-sector development initiatives including the development of a Public Sector Chief Executives’ Coaching Programme and has played a leading role in developing sector led improvement approaches. All Speakers Ed Whiting OBE Chief Executive, Leeds City Council Ed was born and grew up in Leeds and started as Leeds City Council’s Chief Executive in January 2025. Ed has spent most of his career working in a number of central Civil Service Departments, including in the Financial Stability Unit of HM Treasury through the 2008-09 financial crisis and as Deputy Principal Private Secretary to the Prime Minister between 2014 and 2016. Most recently, Ed was Director for Cities and Local Growth, leading a joint unit shared between the Business and Communities Departments working on the Government’s local economic growth priorities. Between 2016 and 2022, Ed was Director of Strategy at the Welcome Trust, where he led the creation of a new strategy to solve the urgent health challenges of infectious disease, mental health and the impact of climate change on health. All Speakers Brenda Orchard President of CAMA and Chief Administrative Officer, Lennox and Addington County Brenda Orchard is the Chief Administrative Officer (CAO) of Lennox and Addington County, Ontario, and currently serves as the President of the Canadian Association of Municipal Administrators (CAMA). She has 25 years of experience in senior municipal administration and 16 years as a CAO. She has worked with Municipal Councils in three different provinces (New Brunswick, Nova Scotia and Ontario) and in both urban and rural settings. She has served as a CAO in Nova Scotia (Annapolis County) as well as Southwestern and Eastern Ontario (Huron County and currently Lennox and Addington County), and in both single-tier and upper-tier structures. She has a municipal background in Economic Development, having been a member of the Economic Developers Association of Canada (EDAC) for the past 25 years. Her passion now lies in employee engagement and staff development. She is dedicated to the growth and development of staff; believing that the success of our communities is predicated on high functioning staff teams that can work with Councils to realize a community's full potential. Brenda has served on many CAMA Committees in her seven years on the Board, but the Toolkit Committee has been her particular passion. She has worked on a number of resource documents to assist CAOs in navigating professional relationships with Councils and staff. She has been a member of the Canadian Association of Municipal Administrators for 16 years. She is also a past member of the Board of Directors for the Association of Municipalities of Ontario (AMO). She has previously served as Chief Executive of the London Borough of Islington and on an interim basis at North Somerset. She was director of Public Services at HM Treasury overseeing spending on health, housing, education, local government and devolved administration and public service reform between 2008 and 2011. Helen also has experience leading the Mayor's office for Policing and Crime. She has been a management consultant working on public service leadership and organisation issues in a career that started with the Greater London Councils.
