Kath O'Dwyer

Chief Executive, St. Helens Borough Council & Solace Deputy Policy Lead for Children & Families

Kath joined St Helens Borough Council in March 2020 as Chief Executive. Prior to this she held the Chief Executive role in Cheshire East Council for 3½ years.


Kath has worked in local government for most of her career (38+years), working in several North West local authorities including Lancashire, Rochdale, Knowsley, Halton, and Warrington councils. During this time Kath also worked as National Director in Ofsted and for 3 years was part of a government commissioned intervention team in Stoke-on Trent City Council via Serco.


Kath started her career as a social worker and has ‘risen through the ranks’ and prior to becoming a Chief Executive 6 years ago, she held the roles of Director of Children’s Services (DCS); Executive Director for People Services and Deputy Chief Executive.


Kath has worked in a number of roles and authorities where there has been a significant focus on organisational improvements, organisational culture change and service transformation. She is an advocate of sector-led improvement, a champion for integrated health & social care and is passionate about workforce engagement.


Kath is a member of the Solace Policy Board, is an LGA Peer Review lead and a mentor for new and aspiring Chief Executives.
